I just don't see this build as being powerful enough to warrant a limit on how far you can take it. Mods won't be updated yet, you'll have to play vanila if you want to play aquatics as a lot of mods will conflict with the dlc. Being able to create a size 100 Forge World and have 100+ alloy workers without needing to spend lots of building slots on producing motes sounds nice. To the op: It's probably going to be mod issues, but just to make sure it is installed go to the game properties and look if it is installed under dlc. Clerks aren't really useful, even with a trade build (Merchant spam FTW), and you can only build so many agricultural districts before you have all the food you'll ever need. And these extra ocean districts can really only be used for city districts (clerks), agricultural districts, and industrial districts. The influence cost is significant, and for 3x as much influence you can build a habitat, which has 4-8 districts. All the DLCs have some merit to purchase, but the 4 I recommend most strongly, in order, are: Utopia, Leviathans, Distant Stars, Federations. The upcoming Aquatic Ascension Perk allows you to expend 1000 energy, 50 influence, and 2 years in order to expand a planet's size by 1, but you are limited by the number of frozen worlds and ice asteroids available within your space.
